Implementation of Support for Easement and Investment Project Management

The aim of the solution is to extend the existing IT architecture with components that:

• Enable the visualization of key business data of ČD Telematika to support effective decision-making in the area of investment project registration and planning.
• Provide users with support for registering, creating, and managing contracts and documents related to property rights settlement and easements (rights of way).

As part of the solution, a unified data model for the registration of investment construction projects and easements was designed and documented within the ČDT environment. The model defines individual entities and their attributes, enabling comprehensive coverage of the entire life cycle of an investment project as well as the process of establishing easements in areas affected by construction — from graphical delineation to the registration of contractual relationships with the affected property owners.

The designed data model was subsequently implemented within a three-tier architecture comprising a central data repository for all investment project and easement data in the ČDT environment, an application service for managing and providing access to the data, and a new Easement Client in the Bentley environment for creating and editing easements.

Based on Land Registry data loaded from ČÚZK data files and the graphical delineation of investment projects and easements, the client automatically identifies the affected properties and their owners. It then enables users to generate draft contracts, maintain their records, and manage the entire property rights settlement process. The solution provides a wide range of functions for efficiently creating, editing, searching, and visualizing data on maps based on specified attributes. Thanks to the integrated HSI Reports component, users can automatically generate not only contracts but also other documents required for communication with property owners and public authorities throughout the preparation and implementation of construction projects.

The implementation has significantly streamlined the preparation of investment projects, from smaller projects to large-scale developments. All data is stored in a unified manner in a central repository and can be shared with other information systems via services, including GIS, the economic system, and the document management system.
